Good. I would prefer TODAY, but Feb. will work too. I've ALWAYS considered Haiti and Haitians at the bottom of the triage hierarchy... too far gone to help, no matter how much resources you throw at the problem.
Haiti, unfortunately, faced the dual issue of having both a self-driven motivational drive and having the ire of the World Government. Their land was pillaged for all of its natural resources and the people were placed into a scarce environment that rapidly degenerated their moral values even further
Not to mention that Haiti has among the lowest IQ scores in the world.

Essentially it was a temporary Green Card in practicality. They could live protected from Deportation and legally work and earn some money.
It was supposed to be temporary. A safe harbor until whatever problem brought them here was resolved and they could go home. Or they found an alternative solution to their situation.
