If one were to guess, based on recent stories that Trump has spoken to him and they are 'discussing' non-military options - perhaps this is Trump's way of showing that while the speech maybe said something different, for his own audience, Trump is loudly proclaiming that whatever they talked about involved Maduro throwing Biden and the deep state under the bus and is or will be providing evidence?
