OK, here I go again-all along Q has stated this must be done by the book, so using the book against drug dealers, a case is built from the bottom up and the myriad layers are of ANY criminal organization to catch and process the lower elements to gain intel on the layers above; by the time the investigation gets to upper levels many months have passed.

So what? This stuff needs to be broadcast from the rooftops, over and over and over, until EVERYBODY knows.
But sometimes, if something is repeated too much, especially with the "Breaking" headline, actual "Breaking" news loses the interest it should.
