The way I'm viewing this exchange is this: either Lutnick is nervous as hell and just laughs at everything in the way that nervous people do, or this is some sort of exchange between them sharing an inside joke. Like maybe Trump and Lutnick were briefed on what to say in front of the cameras for this.
Another possibility is that Lutnick is remembering something about that fateful day that isn't anywhere near the truth, a fake narrative/lie, yet he also believes that he's in the clear, thinking no one knows the truth. (I've seen people laugh like this when thinking their lies to me are working, right up until I break them with the truth ive known all along. Their laughs almost always turn to tears and sobbing, or anger, at being exposed for the frauds they really are.)
But, to me it doesn't really matter because, while we were given a few peaks behind the curtain by Q, we will never be allowed to see the full view of the stage and everything that goes on behind it. So things like this are just a distraction. Don't focus on it and don't put too much energy behind trying to decipher it.
We already know there's a lot of shit that goes on off camera, and that most of it isn't for the good of The People. Focus on stopping what we can stop, when we can stop it, and eventually we'll be able to stop it all.
