Refined fuel market is manipulated. "Cartel middlemen" jacking the price because they were instructed to do so (or just based on the false narrative being pushed), just like beef prices. Fortunately, the solution is the threat of criminal prosecution for "price collusion" by the DOJ to force backdown or deals cut. Just ask the egg and beef cartels how that's working out for them. Several indictments have been issued, and you may see civil asset forfeitures on top of corporate funds frozen (suspected).
The US is currently swimming in oil, but limited in refinery capacity and distribution due to forced refinery and pipeline shutdowns by Governors in blue states (see CA as EXHIBIT#1). Fuel capacity is also limited somewhat intentionally by state rules on "fuel mixture content requirements" specifically to keep prices high so they can collect MAXIMUM TAXES (which are a % of price). New refinery announcement today is hopefully the first of many.
Having worked in shipping for a couple decades, this is pretty big news. In a nutshell, what it means is that foreign flag vessels can load cargo (oil in this case) in one US port and unload or discharge it in another US port. Otherwise that wouldn't be legal.

There are certainly a LOT of foreign flagged tanker ships who have unloaded their oil cargo on the U.S. Gulf Coast... but aren't heading back to the Persian Gulf for the next few months.
Rather than those foreign flagged tanker ships sitting around idle, put them to productive use.
It exists to ensure a fleet of merchant marines and their necessary infrastructure are always available for national security use. It also ensures that most vessels operating at US ports are operating according to US standards.

Note that Saudi Arabia built a pipeline that allows them to bypass the Strait of Hormuz.
The Keystone Pipeline would have helped us at this point.
Canada cannot sent their oil to the coast because they have no pipeline...
Canada can send their oil to the coast via railway.
That doesn't work too well.with the tarry goo that is harvested from the oil sands though...

Abolish the Jones act! It's not needed anymore.

Any ship cargo or passenger must adhere to any US maritime standard. I don't believe it would effect merchant Marines or infrastructure.

I disagree... Particularly since US ship building.is but a.fraction of South Korea these days.
The Jones act has nothing to do with the ship building. It deals with foreign flagged vessels transporting goods from one US port to another.
