These flagged applications faced delays (often 1–3+ years), intrusive questionnaires (demanding donor lists, Facebook posts, past/future activities, membership details, etc.), and heightened review to check if they were primarily engaged in political campaign activity rather than "social welfare."
A May 2013 Treasury Inspector General for Tax Administration (TIGTA) audit confirmed this: the IRS used names and policy positions instead of neutral indicators of potential violations. About 298 applications were flagged for extra review; roughly 75–100+ had "Tea Party," "Patriot," or "9/12" in the name. No new Tea Party groups were approved for a period after early 2010, while processing times ballooned.
IRS official Lois Lerner publicly apologized in May 2013, calling it "inappropriate" and not due to political bias but poor judgment by employees. Acting IRS Commissioner Steven Miller resigned. President Obama called the actions "intolerable and inexcusable" and said he learned of it from news reports.
