"Pirates" were likely the 19th century version of 21st century "Terrorists". Many "Pirates of the Caribbean" who were exiles from Britain tried to ally (and create financial pools) to form new sovereign nations separate from Euro Crowne control (roughly 1600-1750s pirate period), prior to 1776. Haiti was one of these "pirate colonies" that was closely allied with proto-US Republic, and then harshly treated by globalists since then.

The US Navy likely has seizure warrants for 20-50 EU tanker ships for violating sanctions (laundering Venezuela & Iran oil). So they have to be individually vetted. One reason for throttling traffic by USN.
