Simple. Until Chicago gets a handle on its violence and theft problem, they have to figure out how to provide services to these demographics. No business should be forced to operate and have to bear the expenses because the Chicago government can't do their jobs.

They want a Pharmacy? Then have the city leadership agree to pay for the extra costs to do business in that city which will provide security protections for the business entity:
