I don't think there's any way to beat China with the current dynamics. China is actually doing us a favor for once. They release all of their most powerful models for free and fully or quasi-open source most of them.......
The Anthropics and GPTs can't compete with openSource while they clutch their code like pearls and charge exorbitant fees.

Intellectual copyrights are bullshit. Once you put an idea out there you can't own it. The greatest authors amd thinkers of all time didn't arise under copyright protection.
Also something to consider. The current AI path will or is plateauing, so it's going to be a dead end. That's a great way to control the tech adversaries have access to via companies and research. Consider how easily the models have become censorship enforcers or woke enforcers. Don't you think we would have added some poison pills or backdoor techniques into the models before allowing an adversary access to the tech?
For the record too, AI are just fancy statistical math models and they're only as good as the training datasets, hardware and the mathematical foundation they were formulated upon. As protecting Taiwan helps to throttle the hardware side, academic research can also throttle the mathematical foundations and future research paths.
Because they are dumber than the money they pay, so its cost effective to take their money 🤣

Open source would be including the training data.
None of them do that, not our companies, like Meta, or theirs. Usually not even amateurs.
Why? Among other things, that would reveal that they violated copyrights to the point of crossing the federal criminal threshold.
Every major AI pretraining company does it and you can tell because when you jailbreak a model you can get it to recite copyrighted books verbatim.
The government turns a blind eye because they are afraid of a gap like the paranoid generals in Dr. Strangelove.
