Since it isn't an official Senate vote (it is a private caucus vote) I assume it could be taken at any time - especially since it isn't taken in the chambers but in some other room. However - I don't know it they have an in-session or a quorum rule for these crazy rules. They probably require a quorum of %50 of their caucus +1.
In fact - scrap all of the Senators. Then for replacements get pictures of 2 random dems and 2 random reps from each state, put cheese in front of the pictures, and release 2 rats. Whichever cheese they eat will signal the two Senators for that state. Can't be any worse, right?
Think about it - Gaetz called for the removal of the SoTH but it was during a session. That is a normal, sane rule, although it was a special compromise rule they came up with to get McCarthy enough support to be SoTH.. The Senate makes up whatever they want to do all the time, and most of it makes no sense.
At this point the Senate should consider scrapping all their stupid rules and start over.
The way I heard it explained today (on OANN) was the Big Beautiful Bill gave a lot of funding to DHS for ICE and CBP, but it was intended to be used to get new equipment/supplies/training, and a bunch of other stuff. Instead, they are using it to pay people. I think the pundits (and politicians) on the right believed they would be able to stop the dems so they weren't really worried about using that money temporarily.
Problem is - none of those morons (in the ENTIRE US Govt) actually know what "temporarily" means.
By the way, before the next question is asked I'll answer it. If a vote is approved, and if the vote ends in a tie... no - VP Vance can't vote to break that tie. Only the sitting senators of that party (in this case the republicans) can vote since it is not an official Senate vote but a private caucus vote.
