I don't believe it, despite the credible source.
Iran has 3 nuclear power plants to produce its own enriched uranium; Natanz, Fordow, and the Isfahan Nuclear Technology Center. They convert yellowcake into uranium hexafluoride gas at the Uranium Conversion Facility (UCF) in Isfahan, which then feeds into centrifuges at Natanz and Fordow to enrich up to 60%.
Natanz had vast underground facilities for enrichment with thousands of centrifuges. Fordow was also deeply buried and enriched uranium possibly up to weapons-grade levels.
Venezuela doesn't currently extract uranium. Their only no-longer-active nuclear facility is the small research reactor at the Venezuelan Institute for Scientific Research, which was shut down under Chavas in 1994. It would make ZERO sense to have a country 1/2 way around the world that doesn't mine uranium and has no use for it, has no working reactors... to suddenly start producing enriched uranium. Just ordering the equipment to DO that would put them on international radars.
It makes more sense that Iran was enriching it's own.
I agree with your conclusion, but you don't need reactors to make enriched uranium. (You do need them to make plutonium, but even so they must be special design, unless you have elaborate post-processing capability.)

Iran has uranium mines and better ability to enrich it than Venezuela. It would be a better argument that Iran was sending it to Venezuela.
