This is a compacted gravel road. Not even a rural road. It’s in the middle of nowhere. After heavy rains. It appears to be the Koukkujärventie 493, a small country lane through a forest area with zero dwellings or even summer cottages.
Note the lack of any infrastructure, electricity poles, post boxes. This is russian propaganda. There is absolutely no reason to use this road other than to get a few clicks.
FYI this is completely normal in Finland, these rural roads go through major temperature swings during the year. Finishing them in blacktop would be insanity.
There is a 4 lane highway between these two cities.
Thank Q for pointing this out. This is how many rural roads look after Spring storms roll through the Baltics. Very similar to the long flat county maintained roads that span for many miles in the desert or other rural areas in America. A few rain storms and they look like this. Kek, the road to my farm currently looks like this!

Well, to be fair, those are dirt roads. They have to be scraped. The washes in this video happen every time they get a huge down-pour from the run-off. I see it all the time here in the South. Very common. Impossible to defend against unless you pave it.
The most densely populated state in the US has roads just like this... They're not major thoroughfares, but still. We got em.
