I would say it applies to government as a whole, especially the beaurocrats.

Especially posing the problem as being more widespread than previously perceived. A pointed example from medicine: the multi-decade yet consistent lowering of blood pressure thresholds used to define hypertension.

Maybe their pay structure should reward them for SOLVING the problem rather than for their longevity in the attempt to solve the problem.
I don't like the word always in there, but a lot of the time, yes, it's true. E.g., Tom Homan is getting paid to get rid of illegals, many law enforcement officers who want to get rid of crime, Trump was elected to drain the swamp...
There was an entire episode about this on KOH. The neighbor was hired to get rid of some dreaded snake or something and the other exterminators milked it. Even got the government to install a cappuccino machine.
