Something else is going on. This drama is for public consumption. There was no ‘first chance’ as Elon’s “order” was out of chain of command. He did not have authority(he is unconfirmed advisory role). Order should have gone to Departments who did not receive order. Thus the pushback from department chiefs who countermanded the request.
What is being sent to feds on official channels is not what is being portrayed on Twitter. No threat of firing was sent to anybody for nonresponse.

But many Americans aren’t taught that in context of war going on in Europe and elsewhere. Likewise Napoleonic wars, which War of 1812 was one of the side wars but they don’t teach it like that in school. US was on Napoleon’s side against Britain.
