It's important to note that Trump himself did not say this, there is an organization named "LetUsWorship" that called for it, and he spoke on said organization and he, in passing, commended them on their declaration of 21 days of prayer (which was 9/11 based IIRC). I saw the speech and imo this is being taken out of context
