It could be regions for an agency or program. Plenty of companies divide up their business by region and government agencies are the same way. it looks normal to me.

If SCOTUS says they're allowed to require them or the FDA pushes through a final vaccine approval without the military responding then this is all over. At some point we'll be at "the point of no return" and that looks to be in the VERY near future.

If they approve it before at least 2 full years of trials with a blind study the approval means nothing and they already lost the control group. Be VERY worried if they skip their own approval steps anytime in the next year or 2.
