So why do we need "a bill" to this anyway? This seems really weird. Allmost as though IRS employees refuse to enforce regulatory law against one another. In which case this should be an issue for the DOJ and the Federal Marshalls to resolve. Unless of course federal employees are more "exempt" from the laws we peons and peasants are expected to follow to the nth degree
