The guy in this picture is Anthony Van Loo, he's a Belgian football player who was diagnosed with a heart condition in 2008 and then sidelined. He was told if he got a defib implanted he'd get to play again, so he did!
In 2009 he got slide tackled and it triggered his defib and he had a heart attack. Then in 2018 he had another heart attack and the league told him he wasn't allowed to play anymore due to the danger of him collapsing.
So yeah, this image is scary and it's really famous around the world because people thought he was dead, but it's bullshit and not related.

Sadly that probably won't happen. The dems in Cali are redistricting and his district is getting chopped up and replaced with the inner city section of Fresno and the south side of Fresno, both of which have gone Lib every election for the last 30 years. Nunes was the only person fighting this for the last two decades and he has publicly stated that he is done with that fight, so it will probably switch over before 2022.
Isn't there a standard? Like if you have a million glasses of water and the instructions say fill them all to six ounces, you'd expect people to get close to that six ounce mark and there'd be some errors, but out of a million you'd find an overwhelming majority are at six ounce. I can't imagine they send out a billion of these tests and just say spin them up as much as you want!
