Up until now the 200,000 Russians in Ukraine are volunteers from all corners of Russia. Active duty personnel that stepped forward to fight in Ukraine.
This partial mobilization will call up 300,000 reservists similar to our Army Reserve troops. They have a pool of nearly 25 million that qualify, so they are calling up 1.1% of their total reserve force.
This is very small and no where near say, the draft we had during the Vietnam War.
Yet it happened on 1/6.
