Prior to that time some regions included The Epistle of Barnabas in their New Testament. Some regions banned Revelations. You can thank the Catholics for your New Testament.
Benedict was vigorously getting rid of the abusers when he was in charge of church discipline (prefect of the Sacred Congregation for the Doctrine of the Faith.) He had to convince the pope (John Paul II) that the stories in the news (2002) were true, not just gratuitous attacks on the church. Slowly, JPII became convinced of the imbedded serial abusers in the Church.
