Control of the country does not belong to Trump to hand over or not. I'd like to see massive happenings, but legally speaking, it's hard to see what options are left. Even if both Biden and Harris are proven guilty of treason before inauguration and can't hold office (14th Amendment), the order of succession to be inaugurated is not defined constitutionally, but is left to Congress to write a law to handle it (see 20th Amendment Section 3). I haven't found such a law so if it doesn't exist it would probably go to the courts.
