A life long friend of mine and his wife fostered an abused early teen looking toward adoption. The child was a nightmare and, despite professional mental health care, she had to go back into the system. The experience soured them on adoption and they never tried again.
I think it will take at least a year or two to coordinate the resistance; remember that we cannot use any form of electronic communication. Everything will have to be done verbally or written using a one-time pad cipher.

The FY 2022 NDAA expanded the Posse Comitatus Act to include the US Navy, US Marine Corps and the Space Force. Before that, US DOD regulations subjected the Navy and Marine Corps to the same restrictions as the Army and Air Force (added to the Act in 1956).
So, the article is wrong about the Act.
