Wait, is the concern that the man was trying to take the children unauthorized? Because it seems like not - that the concern is seatbelts. And I’m going to be honest (and show my age a bit, because I grew up without seatbelts). If you have children that just migrated across several countries and crossed the Rio Grande in a raft, probably seatbelts in Texas aren’t the biggest risk they’ve faced.
