When I worked for them, the food was checked for safety starting with the water sources suppling the farmers that grow their food. It was cheaper to do this and stop the lawsuits. They used to have people trying to sue all the time. Stuff like, I didn't get a spoon, that is racist. Or people claim to get sick, but no doctor visit, and no receipt, and no one remembers them being there.

Actually the Federal Gov't is supposed to be we the people. We the people own the land, but the Gov't got too big and people no longer matter. Over time we let them take our rights because we just wanted to live our lives and be left alone.
