A very good question. I think that because trump couldn't stop it from wide spread deployment, it was better to allow people to be vaccinated because in the long run they would be forced to because of increased virulence. See for example Marek's disease in chickens.

One vaccine in particular is the vaccine for avian influenza. Leaky vaccine use for avian influenza can select for virulent strains"
