As soon as Congress casts their official votes, immediately lock down the Capitol Building due to another "security threat," and have them all exit through the underground tunnels. That would be a prime spot to pick and choose who gets arrested and carted off to a holding tank.

This is my thinking as well. This vote forces everyone in Congress to pick a side in the most public way possible.
