Trump just clearly outlined who takes charge (and who can’t) in these two agencies. Possible that heads at the top are going and this is to ensure good guys get control?
I can see the Finance Corp, I think that handles overseas transactions, but not seeing why the EPA is important.
Indeed Q reference in EO...."during any period in which the Administrator and the Deputy Administrator of the Environmental Protection Agency have died, resigned, or otherwise become unable to perform the functions and duties of the office of Administrator:
(a) General Counsel;
(b) Assistant Administrator, Office of Solid Waste (also known as the Assistant Administrator for the Office of Land and Emergency Management);
(c) Assistant Administrator for Toxic Substances (also known as the Assistant Administrator for the Office of Chemical Safety and Pollution Prevention);
(d) Assistant Administrator for the Office of Air and Radiation;
(e) Assistant Administrator for the Office of Water;
(f) Assistant Administrator for the Office of Enforcement and Compliance Assurance;
(g) Chief Financial Officer;
(h) Assistant Administrator for the Office of Research and Development;
(i) Assistant Administrator for the Office of International and Tribal Affairs;
(j) Assistant Administrator for the Office of Mission Support;
(k) Associate Deputy Administrator for Programs;
(l) Associate Deputy Administrator;
(m) Regional Administrator, Region VIII;
(n) Principal Deputy Assistant Administrator for the Office of Mission Support;
(o) Deputy Regional Administrator, Region VIII;
(p) Principal Deputy General Counsel; and
(q) Principal Deputy Assistant Administrator for the Office of Enforcement and Compliance Assurance."
These just outline the order of succession (like continuity of government) for the EPA and the United States International Development Finance Corporation.
Why Trump needed to issue these EO's today for this, is beyond me. You'd think that these would've been in place long ago, unless there was a change needed for whatever reason, and he's just finishing things up.
Nothing significant with these. Literally meaningless from what I can read, in regards to current state of events and anything Q related.

EPA I think is how they funnel a lot of money. Through “climate change” things. Haven’t really researched it in depth but that would be my guess.

Hmm... He literally did list 17 letters ending in Q!
Uhhh wtf.
Personnel movements incoming / America Corp outgoing
Heads will apparently be rolling and new ones moved in....
Wow!!!!’ It’s getting more teal by the minute!
Interesting timing for EOs
I think it suggests some people at these agencies are going to be abruptly removed
