The first one was based on reports they heard. The second one was Biden confirming that his won't be on it (even though Jill signs for him).
I think the date on the left one was edited? That same article was released last year around the time of the first stimulus check being sent out (and was referencing that one).
The one on the right I think I've read that article (or one very similar) where it states that neither Trump's nor Biden's names will be on them and mention that it has always been that procedure until Trump. I can look later to verify the articles and edit them in here.
