California actually has several desalination plants that cost over 5 million each to build.
Oddly they dont use them last I checked. instead they go after every other state to send them water. letting Nestle suck it up and dumping the excess into the ocean

Just park the defunct air craft carriers offshore. They have desalinization plants in them, and Cali could use more prime ocean front real estate.
