If I contacted my county offices to permit a "carnival"... and couldn't tell them what would be at that carnival... they would tell me to take a flying leap. Have a specific plan, tell us exactly what that plan is... or no permit.
Why would Maricopa County just issue a permit and allow use of the fair grounds while not knowing anything?
Even if they are a legit carnival, they could have been taken over by Black Hats for this event. In carnivals, there's always large trucks that can hide weapons. Antifa could attend and then go to the audit center. Lots of people milling about. Are people even screened by a metal detector? Could they plan a mass shooting to create chaos? Too many chances for disruption of the audit.

We know the food will be fried things on a stick, BBQ, elote, cotton candy, lemonade--it's always the same. Also ridiculously expensive. The carnival owners are responsible for their equipment safety. That said, it is still an odd thing to suddenly throw out.

Megasaurus: A new attraction this year, the Megasaurus will be part of the All-Star Freestyle Mania and Thrill Show at The GrandStands. The robotic dinosaur is 50 feet tall and 30 feet along, according to the fair's website. Fans will see it transform from a vehicle into a robotic dinosaur and rip a car in half. The show runs Oct. 12-14.
The All-Star Monster Trucks Show will take place Oct. 26-28 at the Grandstands.

The fact they pushed this up from October with no heads up and the council approved it with only 24 hours notice, no permit, no usual paperwork should at least keep people on alert.
Where did you see that? In the full carnival setup there is a huge ferris wheel, about 80 feet, a medium one which is the most popular, about 40 feet, and a kiddie one which might be 16 feet and misreported as inches.. Obviously the first one is not a quick setup plus it is the ride with the most problems and is not always running even during the fair. There may well be basketball courts set up, there are three exhibition buildings which are big enough next to the ride area. There is a popular carny game of shooting hoops though, along with pitching softballs at rings, shooting at moving ducks, fishing for tokens, and such money pits.
I think that site has terrible design. I read some and what I thought to be the asterisk sign but it turned out to be the pound sign. Had to highlight it, copy and paste into text editor and it was showing the # sign rather than *.
Very terrible use of fonts.
