I think they’re referring to children that have possibly been rescued from the cabals underground tunnels. I think there have even been stories of children possibly being born in them and if that’s true then that would mean they’ve quite literally, never seen the light of day, but have more than likely seen and experienced unspeakable horrors. If any or all of that is true, I don’t have any idea how you would integrate them into society.
The deeper they were, the more difficult the process to bring them to the surface will be, air pressure higher with deeper 'facilities', so bringing them up into the light too quickly could have them suffer the 'bends'...
What can be done, except try to give them the best care possible? I'd offer aid if I could.
Beyond that, I dunno. It would be difficult to introduce them to society, I think. That would take a huge level of care and attention. I hope they get it.
