If you doubt that ballots were scanned twice....just watch the security video that shows the same pile of ballots scanned, pulled, shuffled, and scanned again...and again, and again. A while back I had a link to a video of obama himself (while he was in office) stating on live TV that if illegals go and try to vote, that they won't be arrested. Basically encouraging illegals to vote. He said it in his own words, it wasn't dubbed, it was on a left leaning talk show. I sent that to several people so they were aware of what their "president" was advocating. One in particular (my granddaughter's other grandmother) wrote back to state that it was nonsense and that's not what he was saying. I mean, did she watch the video? The shit was plain as day! There was no cryptic message there, he came right out and said it. Some people just don't want to wake up, I think.
If the machine reads the ballot on the top of a stack and spits out that ballot in the same direction it will reverse the ballot order (i.e. ballot #1 becomes ballot #100 in next stack). So you don't need to "flip it over". The act of feeding it into the machine will cause this effect.
This is why scanners will often scan the last page of a paper stack first to prevent them from being reordered. But the voting machines might not have been designed in such a way.

They likely just kept running whatever ballots they could get their hands on through the machine over and over as fast as they could. It's more in reference to the fact the ballots appear to flip their location in the batches, as if they batch was flipped over before running them again.
You know what, my husband and I had a huge argument about this over the weekend. He said much the same thing...if Trump's margin had been bigger, they wouldn't have been able to pull it off because they would have eventually created more votes than we have people of voting age. But they did create more votes than people. 139 counties had turn out over 100%. A few big cites had 200k votes from phantom voters.
