The premise of the first tweet doesn’t even make simple sense.

To be fair, Biden did call out the communist regime in his official statement on the protests in Cuba:

"We stand with the Cuban people and their clarion call for freedom and relief from the tragic grip of the pandemic AND from the decades of repression and economic suffering to which they have been subjected by Cuba’s authoritarian regime."

Obviously, he listed "the pandemic" first but he didn't exactly "pretend the eruption in Cuba is over COVID and not over the evil communist regime." Honestly, the last part of Biden's statement sounds more like what Trump would say. This has to be one of the most accurate Biden statements ever:

"The Cuban people are bravely asserting fundamental and universal rights. Those rights, including the right of peaceful protest and the right to freely determine their own future, must be respected. The United States calls on the Cuban regime to hear their people and serve their needs at this vital moment rather than enriching themselves."

I've heard a controversial take that the protests in Cuba are actually not good because they just want to install a central bank there for more control.
