If the purpose of the vaccine is to assist your body in developing antibodies to the disease and you already have antibodies, then you do not need the vaccine.

Collect data on the effectiveness of various deadly vaccine additives.
Make all new vaccines mandatory.
Set up a logistics system that can distribute booster shots and get them injected into everyone in the world inside of two weeks.
Promote the idea that a new virus or a new variant is very deadly and that everyone needs the new booster shot immediately, inside of two weeks.
Based on the research done on the previously used deadly vaccine additives, they choose one that is highly effective at killing people a few weeks after injection.
That newest booster shot is a killshot designed to kill 95% of humanity.
A few people will drop dead the day they get the new vaccine/booster, but most will accept that as collateral damage and stay in line for their injection.
A few weeks later almost 7 billion people will be dead.
