There is no statute of limitations on treason, murder, and other heinous crimes.
Depends on what the statute of limitations are on the crimes Clinton is charged with.
Imagine if they waited for all the less serious crimes to expire only to charge her with the worst ones which she can't escape from with a deal for lesser crimes.

You're discounting the difference between one group that circumvents the rules in any way possible and another that tries to do things by the book.
That said, if I were to make a bet I would personally bet on difficulty of firing special counselors being the actual reason Durham is still around.
