The only reason(s) we would ever get to see him in jail are:
A. He screwed with someone above his position in the Cabal and they need to set an example.
B. He WANTED to come clean and snitch this entire time, this is a whitehat operation.
C. He's actually "innocent" (for this crime at least) and also wanted to come clean but the Cabal found out and this is how the they take out the trash. The people he snitches would also be innocent but aren't doing their job in the Cabal so they need to be threatened to stay in line.
