How often do hospitals allow discharged patients walk out? I’ve watched relatively healthy people beg to walk out and the hospital refuses every time. Might not be the most significant observation, but it also points to this being a staged event.

No, it isn't. My mother was in the hospital earlier this year. I was the only one allowed in to see her. When I went into the hospital, they checked my name in the computer, then gave me a wristband to wear while I was there. Was part of their COVID-19 protocols.
To reinforce, doesn't even have to be covid. I was visiting the labor ward and they braclet there. Pre-2019. Hospitals have differing, sometimes odd, proceedures all the time. Regional too. If there eas a particularly shocking or grusome event in a community, that could cause more braclets.
I wonder if they picked UCI because of the visibility of 17 there. Or do you think they hung the 17 there? I checked a bunch of pictures with bill Clinton walking out of the hospital and 17 is there from multiple angles. So, not photoshopped.
Also, to add for perspective, orange county is probably one of the most conservative (right leaning) counties in California. Weird to pick a right leaning county for medical care when they could have picked UCSF
