The one positive I see with the declaration of open dictatorship, permanent martial law, a paramilitary coup etc how ever this 'constant emergency' is eventually framed.. is that all ambiguity that allows things to fester on are gone. Pretense of democratic rule abandoned, legitimacy of the state government buried.
The rules of engagement will no longer have any points of contention remaining.

The State of Victoria is a CCP vassal, run by a man who has been running the state like a North Korean dictator for years.
Under this medical dictatorship, made possible by the "medical state of emergency" declared for C19 "pandemic", they have made the city and the state the worst place to live, outside of CCP China and North Korea, and possibly, Venezuela.
Australians are sadly TOO isolated from the world, and the grip of the Government propaganda and media propaganda - which is complete - is very strong.
Now, the Andrews government is introducing legislation to make the state of emergency powers permanent, so that even without a "pandemic" they can use dictatorial powers to make the state transformation into North Korea complete.
The only way this legislation can be defeated is by failing to pass the upper house - the Legislative Assembly (like a state senate). They need to minor parties to support, which they DID months ago (which allowed the govt to extend the SOE on a monthly basis until Dec 15 WITHOUT parliamentary approval.
In addition the government has used its SOE powers to BAN any members of parliament (the state congress) from the parliament if they do NOT show their WAX status or if they are not WAXED. So that the small parties who DO oppose them will be banned from voting against it.

Civil Non-compliance
really not that simple. Already not taking it is non compliance.
I've been having difficulty understanding exactly what's going on down there, partially because I often see Victoria being conflated with Australia as a whole.
I also hear mentions that Western Australia has very little in the way of mask mandates or lockdowns.
What exactly is happening in NSW, Queensland, etc.? What's it like living in Sydney or Brisbane right now, compared to Melbourne?
I don't know how Victoria could get as bad as, say, Lithuania, without actually closing their borders. What's to stop Victoria residents leaving for more open states like Western Australia? (I'm not suggesting that that's a solution, but it seems like something that would be inevitable, just like we have waves of Californians and New Yorkers moving to red states)
