The best method is mixing sneakernet with steganography.
That forces your opponent to not only intercept a physical parcel ( shows their hand ) it also adds a layer of obfuscation that only you and the target can understand. Literally “if the 3rd word in the 7th paragraph is rapid” knowing that it means you want to get dinner or something
Seems to deal more with an influence campaign as opposed to blackmail. I do think that blackmail is widely used in these operations, but smoking gun proof eludes us at this point.
