I would assume this is about Bidens speech and how he said there aren't going to be more mask mandates / lockdowns.

I dislike biden for many reasons, but how he treats dogs tells me all I need to know.
He got rid of his last dog because it was behaving like a dog. And then he got the exact same breed of dog.
A 79-yr-old should not adopt a working-breed puppy. He's not going to exercise it, he's not going to bond with it, he's not going to train it, so it's going to have the same behavior problems as the previous dog.
Whoever made that decision is an idiot.
The dog likely has a caretaker.
As does the owner.
I have no doubt that dog's physical needs are being taken care of, but it's still not going to bond with anyone, most of all biden because he's not putting in the work.
Biden has alzheimer's or something. He doesn't even know about the dog, and is incapable of bonding with any sort of living creature. A nurse asks him if he would prefer orange or lime jello with his meal twice a day. Meanwhile, the dog bonds with the caretaker every day while running happily around the White House lawn, which is preferable to the dog's prior existence as merchandise in a breeder's kennel.
I hope the dog gets a good life and I like your optimism, but he's a fashion accessory right now and will be discarded if he becomes inconvenient.
You're right that it's better than the alternative, but he's living a very unnatural lifestyle for a dog and I just don't like it.
Don't forget that you are watching a movie. Biden (version 2) has a job to do and that is alerting the normies to how horrible and corrupt this administration is.

FYI BidAn doesn't have the title of commander and chief. That is bestowed on a sitting president by the military and the military has never called him that.

Plenty of people are speculating this means the rightful Commander in Chief has returned to the White House.
I don't think so. Trump isn't going anywhere near that building without a massive landslide election and a literal army of supporters at his back. We need to stop thinking they're going to fix this election mess and put Trump back where he belongs. The GOP scuttled that. So did the military.
And Trump was never a dog. By that, I mean that dog comms always referred to assets controlled by the Deep State. And when they were compromised in some way, they'd send a message not to use those assets anymore by having some celebrity post that their pooch died. Maybe the celeb was the asset, maybe the name was what was important. We don't know. Regardless, Trump was never a dog. He was the master of a pack of dogs on the other side of the fight.
So, if there's a new dog whose name (probable role) is Commander, whoever has been running Biden around, typing his speeches into the teleprompter, hushing up his press conference answers, etc... whoever that was is gone and there's someone else commanding him.
There was plenty of speculation about who was actually running the show behind the scenes: Cackles? Susan Rice? Jake Sullivan? I don't think we ever really settled on a consensus on who. But, I think the point of this picture is that whoever was running it has been replaced by someone higher up in the Deep State food chain. Someone who wants to stay deep in the shadows is going to have to come out a bit and get his hands dirty. This makes me think of John Brennan: someone smart enough to run Obama (and his giant ego) around, someone truly committed to communism, and someone who absolutely despises the Clintons for their failure.
Of course, this is all fact-absent speculation, and I could be ass-out wrong, but that's my read. A big dog who'd prefer to be in the shadows now has to personally wet nurse Biden because Biden's handler just lost them their socialist transformation in the Senate. Commander can't trust Heel's Up and darn sure doesn't trust Pelosi, so he's going to run the show himself.
Use discernment and think for yourself, as always, with anything Q related.
