There's expression military intelligence is a contradiction. I wouldn't go that far, but everything in the military serves a single, overriding, ulterior motive. Whatever that mission priority is, military intelligence will be slanted (if not fabricated) to favor it.
Figure out the mission priority — cynically, not favoring your personal fantasy rescue needs — and it becomes clear.
