The shortage, from many I've talked to, comes from a shortage in aluminum, not the contents.

The contents may not come from China, but if the packaging does then everything slows to a crawl.
I've been saving aluminum just in case lately. Personally, I think the crap is toxic and contributes to Alzheimer's disease, but if I can recycle $10 worth of cans per $60 worth of cat food, then I might as well.
Probably, it's due to their individual ordering schema, location, and priority.
Some places stockpile the cans more than others. Some plants place much larger orders for cans, which have higher priority. Locations further away are designed for the supply chain to take longer to reach them, so that gives them an artificial buffer when shortages do occur.
The supply chain is a machine with many cogs. A stall can happen very early in the line, but the rest of the machine will continue to run until the stall moves its way down the chain.
It's like traffic. A hiccup can come and go almost instantaneously, but the repercussions can compound further down the line until a complete stall occurs. It's hard to predict, and even harder to remedy. A minor freeze further up the line could take hours to manifest way down the line, which makes it very hard to predict the size of the disruption.
The cause for a shortage more often than not occurs weeks if not months before we all feel the impact, and it is only logical that not all places will get hit as hard all at once.

Last year I noticed shortages periodically of beef, pork was cheap. Beef is slightly better now, pork slightly more but not rare. It's become hard to find pork from non-Smithfield sources, maybe because no pig farming around here. Smithfield is owned by the Chinese. That doesn't mean their pork comes from China, they have giant hog farms here so we get the stink. But whenever food gets short in China, the pork around here can be diverted easily. As to the cat food, I've noticed a shortage of the wet kind, which has always been very sus to me. Where do they get so much fish? Could only be from around Asia. Nutritionally I don't think the wet stuff is really "meatier" than the dry, it is an illusory conclusion based on texture. It has a lot of flavorings added. It certainly could cover a lot of mystery meat. Some is baby chicks thrown in the chipper when they are sexed so there will be more egg layers and fewer roosters.
Fun fact: Did some work for a meat product manufacturer 15 or so years ago. They called their comminuted chicken (leftover and unusable chicken scraps/parts which was usually sold to pet food manufacturers) "chicken squish".
Well, you are probably on to something. A few months back I was looking up the info about aborted fetal cells in food. A list was given of all the foods that used it. Also, was a list of pet foods. I will post it of I find it. I figured Q caught them all so it was safe now. I still don't get the shortage. I have to order my cat food online, I can't get in the stores for months now.
Since you've already done the research let me ask you a question please. Can you confirm if Pepsi is or is not on the list? My husband tells me there are fetal cells in Pepsi. It's my only vice so I don't know if he's telling the truth or he just wants me to stop drinking it

How many people will go through their food to check labels to ensure they do not have recalled products? Also, how many people know that when a company is listed in a recall you are not watching out for that one specific companies name. You would need to look into who the company sells their products to and what other companies relabel as their product.
