Yes, the tech is old. Most of what that paper is describing is not mRNA, it is synthetic gene editing via nanotech. mRNA is gene editing via a virus. In the late 90s I was going to do some biohacking of e coli by introducing the gene responsible for silk production from Orb weaver spiders. You need to infect the e coli with a engineered virus to introduce the new genes. This would make my hybrid e coli produce spiderweb silk as excrement, I would feed them chicken scraps and they would eat, eat, eat... poop out white fluid. They pass on the gene when they reproduce so I would only have to infect a few. Unlimited supply of silk. I had set up a lab, got the isolated sequencing (spider DNA data from a university). I wanted to extract the DNA and isolate in my lab but it was too costly.
I was set to go,... Viruses carry out their replication process, transcription of the genome, and translation of the mRNA. I wanted to use a simple, non-dangerous (DNA) virus to introduce the code, but that does not work. I needed an RNA virus and I was unwilling to mess with those. I am more of a computer coder than bio tech so I dropped the project. Many others were having success in real labs. BUT, not in humans as far as I remember it was being done to low level bacteria and such.
There were rumors of a super soldier program where mRNA was being used to create hybrid humans,... That was in the late 90s when I heard of that.
I actually listened to a mortician being interviewed about this rubbery stuff.
When blood clots, it conforms to the shape of the injury. Normally clotting occurs on a broken blood vessel, forming a scab on the outside. With covid and also with the covid vax, blood clots occur within the blood vessel, so it makes sense that they would end up in the shape of a tube. And anyone that's taken a bath or long shower with a large-ish scab can observe that the scab is flexible and rubbery when wet, and that the interior is white. My theory is that these white rubbery things pulled from dead bodies are nothing more than long blood clots that formed in the tubular shape of the blood vessel, and that have remained rubbery simply because they never had the chance to dry outside of the blood. Them being large blood clots would make them consistent with everything else we know about covid.
Obviously that's just a guess. But it seems like the simplest explamation to me. A lab analysis will eventually come out.

The above link is massive to digest, understand, and is well above my level. I focused on one section, breezed through it the best I could, and obtained fair enough info. It was Chapter 8 - Applications: Biological, Medical, and Health. Nowhere did I see anything related to nanotechnology and vaccines or for any use for disease prevention - for disease treatments and cures, yes, but not for prevention. The "Conclusion" reminds me of "A Brave New World" intertwined with "1984" and "The Gulag Archipelago.'
Sure, there are positive benefits of nanotechnology, but here we are today with a huge negative benefit - THE COVID VACCINE. I already knew things were very bad, but now I know they are a million times worse.

What "military document"? This is one page from a document of unknown provenance. A military document should have a distribution number and date of effectivity on each page. The title page should specify the controlling organization or command and any classification limitations.
In any case, this material is evidently speculation. "Can be" is hopeful language, not equivalent to "is" or "has been."

That may be true, but you still have the same problem of no provenance. When it comes to information, the military is a bit like an encyclopedia: they will gather lots of stuff. This could be an informational report from the company referenced in the illustration (I looked them up; they have a lot of irons in the fire). There are huge differences in the military among what could be done, what can be done, what should be done, what might be done, what they want to do, what is being done, and what was done. Anybody remember the X-ray laser?

My "point" was a question. You claimed this was a military document and I was asking for any evidence of that fact. It has taken you two reveals to show that it was NOT a military document (White House product) and it only showed up in the military archives. It sort of goes without saying that work product of the White House Economic Council would be approved and funded by the President (Executive Branch), so that is not news. Why would the military "naturally" have known about this? Maybe as a matter of course it went into their archives (along with the Ark of the Covenant).
It is an "official" document of the sort that cannot be traced back from a stray page...which is poor document control, but I admit to high standards. Technology readiness is a multi-valued concept (ref. NASA and DoD Technology Readiness Levels). In 1935, Eugen Sanger proposed an "antipodal bomber" that would have been rocket propelled and capable of traveling halfway around the world. He had actually developed rocket propulsion technology superior to that used in the V-2 missile, so it was anything but "make-believe." But nothing has happened to advance the idea into practice in the intervening 85 years, despite several serious attempts. So, the idea could be "not make-believe" and still be a fruitless notion.
So, my point is more a matter of "What is your point?" What is the meaning of this purported document? It is merely a technocrat's vision of future possibilities---or is it a plan of action? Is it good or evil? Technology, per se, is seldom on that scale. It all depends on what is done with it. I've seen too much smoke tossed up in these pages to feel any need for concern about a stray page dealing with matters that are already under way in the private domain (per the company cited in the illustration).

The first one went over well, so they were tasked with drafting a second (this one) to show how to approach the technology commercially.

If the White House asked for a follow up, then the research showed promise. This isn't just one of a thousand little scholarly projects that go nowhere. This is at the crux and heart of their transhumanist New World Order. Why should we assume to dismiss it as drivel?
The way I read it, this document is a bonafide stepping stone into the current mRNA gene altering technology likely in use in these "vaccines."
Ultimately, that's my point.
All the horrible things that we suspect these shots are is supported by this document. This is a good red-pill to sway normies that think "oh, that's just scifi movie stuff -- nanomachines aren't real!"

I really don't know why you're confrontational, if you are at all. We are well past this just being a pipe-dream. DNA-Based Microchips, by this document, have already proven to be a working technology. We have every reason to assume, by this document and its citations alone, that they have implemented this in some form or fashion -- whether we know about it or not.
It's been 23 years since this info was compiled. Imagine where we are now. Do you really think they would have buried it considering all the strange nonsense we have been seeing out of these "vaccines"?
First, all I know about this document is the single page you showed. There didn't seem to be any links to it.
Second, the Sanger bomber concept has never been "memory holed." A variant called Reusable AerosSpace Vehicle (RASV) was proposed to the Air Force by Boeing in the 1970s. I was part of a proposal to revive the concept (Military Spaceplane) in the 1990s. It is once again under study by a private venture today. But still "no sauce" as this page puts it. So, don't make any assumptions about what I meant. It is clear you do not know anything about the Sanger vehicle, enough to say it was "memory-holed." My point is that documentation alone is not enough to make any assumption that the technology is in play.
You say this isn't just a "scholarly project that goes nowhere." Why not? The Obama administration put big money on Solyndra, and it went bust leaving nothing behind. I can't count the project proposals that have been solicited and left behind, despite money and time and research dedicated to serious intentions. Look what happened to DARPA's XS-1 project: under contract and under way...then the contractor said "Eh, this is not for me after all" and just dropped it. Just because you have a vision doesn't mean you have a plan---and just because you might have a plan doesn't mean you have a program---and even if you had a program, you still might not have what you wanted.
It is funny you present me a list of companies working in the field, when I am the one who pointed out the company cited at the bottom the p. 109's illustration, whose activities I looked up. Why tell me something I told you? What they are doing is arguably more relevant than what this document speculates on doing.
I wouldn't use the term "confrontational," but I can see its justice. What I am is hard-headed, based on 40 years in the defense industry. In my opinion, on this page there is far too much thinking in the form of a logical fallacy: "If it could be true, it must be true." You don't find evidence of any truth from documents of speculation. This is the sort of thing that brings "tinfoil hat" derision, and I would hope we could content ourselves with proven reality. Like the COVID-19 vaccine. I expect much to be revealed about that. But I'm not worried about it putting nanoradios in our brains to turn us into 5G-controlled zombies.

There's an interesting theory which I just saw on the Dr. Jane Ruby show. It's the cells in the blood blood vessels which start producing the spike protein. When the spike exits a cell, it creates waste which starts to build up. Also, the spike protein has the ability to activate any blood platelets that touch it, when the platelet activates, it starts clotting. Your killer T cells will try to attack the cells expressing the spike protein which can end up dying creating more waste. All this garbage builds up and ends up lining and being pushed through your blood vessels, eventually causing massive clots.

Probably this tech didn't go anywhere, so they had to do the mRNA research.
There was a lot of information pertaining to making all sorts of parts easier and cheaper. We all know that would only be used to enable the corporations to exploit the consumer. The always put the biology last to keep the simple minded from believing that it is actually the focal point.
