Typically, the answer to the question, "why does America do it that way?" is that pretty much everybody used to do it that way, and the rest of the world changed while America didn't. I don't know if that's the case in this situation, but odds are better than fair it is.
2022-03-11, YYYY-MM-DD is the best for sorting dates numerically, like in filenames. That's the standard format archivists use internationally for consistency.
