It sounds like they are rationing the oil and the covid app is the best option they have available to determine who has received their rations and who has not. It is still unfortunate. *EDIT- The article doesn't say whether the individuals have to be vaccinated to receive the oil. Only that they are using the app to track who has received the oil.
Perhaps. But what's next? Will there be a point where they say, "OK oil production is back online. Everyone can delete their covid app now."?

They do bear different fruits. The coconuts tend to be taller (up to 30m). I remember seeing lots of the oil palms in Malaysia a few years back and they seemed much shorter. I found https://leafyplace.com/types-of-palm-trees/ has some information including photos on both types. I only have coconuts in my yard so not an expert on oil palms.
