I'll wage dollars to cents that the text that says "Text contains those laws in effect on [DATE]" is an auto generated text, and the [DATE] changes everyday, in order to simply signify that the relevant laws are applicable currently.
Example, I just checked it and now it says "Text contains those laws in effect on June 28, 2022".
The text is NOT saying that "X laws come into effect on N date". It's just saying that the laws are effective currently (aka the current date).
