Biden said something similar about Putin taking Russia back to the 19th century in April 2022 in a speech in Warsaw, Poland. He then goes off into a rant about Europe needing to move as quickly as possible to clean renewable energy and end its dependence on Russian fossil fuels.

All of Norway can already be completely supplied with power from our hydro power dams. We'd be the greenest country on Earth electricity-wise if it weren't for the EU oligarchs deciding that Germany needed to buy that electricity so they can point to it and say 'see?
