Check out spam bully. I was getting a bunch of weird junk emails and this program allows you to fight back. Basically you send them a bounce back email and download information from their server, they stopped immediately.
Junk mail will not go away. The post office, any post office really, has 2 customers: the sender and the recipient, although it's the sender who's paying them. You, as the recipient, can choose to accept or refuse delivery, and in fact even today you can write the word "REFUSED" on a mailpiece and place it in outgoing mail, and it will be returned to the sender. I believe this is the most effective way to limit junk mail, because the sender realizes that the cost of sending the mail was completely for naught.
Look at what private messaging platforms, like Signal, are doing for spam messages. You can block senders. That is the future. The email system that we use today is based on the postal system, and should be replaced with something like Signal.
There is no doubt it is out of hand.

The calls are so bad I set my phone to ignore if not in my phone book. No message no call back.
You can't tell me there isn't a solution on the provider's end. THEY KNOW where the thousands of calls or emails are coming from, and can simply end it then and there. Where's the billing address? Contact local authorities...done. If it's overseas, then block the IP. Done.
Can't help with electronic solutions, but as for mail.... return the crap they send you in their prepaid return envelopes. If enough people did that. They would stop mailing them out.

What makes you think that a private post office would not transport junk mail?
You're right in that junk mail funds most of the operations. That doesn't change by privatizing it.

For phone calls, I think the only way is a law against robots calling you. Or at least against anonymous calls.
