This is routine. If there's a new disease floating around, the ID department will write up information for various levels of healthcare provider regarding how to deal with it. The docs will get a full list of the protocols they want for testing and treatment. The nurses and technical staff get what you're showing. They may even do educational inservices as well if you're in a place where they expect to get a lot of cases.
They did this for Zika, Ebola, West Nile, etc, etc. This isn't new, nor is it evidence of any conspiracy or spin-up. It's just hospitals reacting to new health concerns.
