Terry Gilliam (you know of Monty Python) wrote and directed, it's a way too on the nose satire of bureaucracy and fascism taken to 11. Hell the plot kicked off with a guy not only getting raided and arrested because of a paperwork error but he gets executed by error as well and the protagonist is a bureaucrat who has his world fall apart as he has to deal with it and finds out what a mess the world really is.
Brazil, awesome movie. Robert DeNiro.

So a group of individuals, with little intervening mediation, fracture into factions that eventually seek to assert control over those who don't agree with them. And begin using violence and persecution as a way to silence opposing opinion, punishing those who they disagree with. Sounds familiar...
